Carr argued the rise of social media and streaming platforms renders the rule obsolete, because national programmers can reach “100 percent of the country” without the need to access public airwaves. The FCC has already said it’s waiving the ownership cap on a one-time basis to allow a $6.2 billion merger between Nexstar and Tegna.
