This map is published by Arcep with the aim of improving information for the general public and professionals regarding the deployment of fiber-to-the-home (FttH) networks. Established at both the municipal level and the technical level (generally sub-municipal), it is part of the fixed broadband and ultra-fast broadband observatory set up by the Authority and is accompanied by the publication of underlying data as open data.

The advanced mode offers four additional views: a departmental view that allows for visualizing the FttH coverage rate by department; an advanced municipal view that provides additional information on the operators deploying the networks and their deployment intentions; a view by “mutualization point” rear zone (ZAPM) that allows for visualizing the FttH infrastructure at this technical level; and a view of FttH regulatory zones that identifies municipalities in very high-density areas, distinguishing low-density pockets from the rest of the very high-density areas.

Operators transmit detailed data on their fiber optic network deployment to Arcep in their reference files (known as “IPE” files). The Authority then aggregates the data obtained using INSEE geographical codes to obtain an absolute number of premises connectable to the FttH network for each municipality.

The FttH coverage rate of a municipality evaluates the proportion of housing or professional premises connectable to one or more FttH networks. It is an estimate that relates the total number of premises connectable to the FttH network declared by operators to an estimate of the total number of premises in the municipality, evaluated from the operators’ IPEs or from data published by INSEE in the absence of IPEs.
